How The List Was Made
With the Powerball up to $865 million, everyone is trying to gain any edge they can to win. Thanks to the Lottery Geeks we now know which places have the highest proportion of lottery winners. These numbers were calculated by analyzing the Powerball and Mega Millions winners in every state and comparing them with their population. For example, Nebraska is ranked 6th on the list. They are home to 10 Powerball winners out of a population of 1,961,054. That means Nebraska counts 5.1 winners per every 1 million residents.

At the beginning of the Top 5 luckiest states for winning the lottery we have Missouri, Indiana, and Rhode Island. Though both Missouri and Indiana have over 30 winners each, their populations are over 6 million which hinders their scores. This makes it possible for states like Rhode Island to squeak into the top 3. They may only have 9 lottery winners, but their population of just around 1 million helps them and their score.
New Hampshire and Delaware were the other states in the top 3. Both hovering around 1 million people in population. New Hampshire has 11 Powerball winners while Delaware has 10, but since Delaware has roughly 400,000 fewer people their score is a bit better. Therefore, Delaware is the best state with the highest probability of winning. This comes just hours after the Mega Millions awarded someone the 8th largest prize in US history of $1.1 billion. I wish someone would have given me this information sooner.
